Upcoming Safety Regulation

Many companies still treat compliance as something that happens after production.

That approach is about to change.

Beginning July 8, 2026, the U.S. Consumer Product Safety Commission (CPSC) will require importers of regulated consumer products to electronically file certificate data before products enter the United States. This means compliance documentation must be submitted digitally through the import process rather than simply being maintained on file.

What's Changing?

Previously, many importers maintained compliance documentation and provided it only when requested.

Under the new requirement, importers must electronically submit certificate information for products subject to CPSC certification requirements at the time of entry.

In other words:

❌ "We have it on file."

✅ "Have you submitted it?"

Products Already Within Scope

This requirement isn't limited to highly technical or complex products.

Many commonly imported consumer goods may require compliance documentation, including categories such as:

  • Plush toys
  • Children's products
  • Apparel and textile products subject to applicable regulations
  • Other consumer products covered by CPSC rules and standards

These products may require:

  • Verified safety testing
  • Proper certification (GCC or CPC, where applicable)
  • Organized compliance records ready for electronic submission

Why This Matters

The new e-Filing program reflects a broader shift toward proactive enforcement and greater supply chain visibility. Compliance is no longer just a paper document stored in a file; it is becoming a digital requirement that accompanies your shipment.

Companies that prepare now will be better positioned to avoid unnecessary delays, reviews, and disruptions when the requirements become mandatory.
