Trade Update: New Tariff Changes on Aluminum & Steel Imports

On June 3, President Trump issued a proclamation increasing Section 232 tariffs on aluminum and steel from 25% to 50%, effective June 4, 2025, at 12:01 a.m. ET. The update, made pursuant to Executive Order 14257, also clarifies that non-metal content in derivative articles is now subject to reciprocal tariffs, while metal content remains under Section 232.

Notably, per the NCBFAA Customs Committee and Sandler, Travis & Rosenberg, P.A., HTS numbers previously listed in CBP’s June 3 CSMS have been removed, including (but not limited to):

🔹 Aluminum HTS codes: 8418.10.00, 8450.20.00, 8516.60.40

🔹 Steel HTS codes: 9403.99.9020, 8451.29.00, 8422.11.00

CBP has issued updated guidance (CSMS #65236574, #65236645) clarifying:

▪️Only aluminum and steel content in Ch. 76 and Ch. 73 are subject to increased Section 232 duties.

▪️ Non-metal content on split lines is subject to reciprocal tariffs per EO 14257, retroactive to March 4, 2025, with new stacking rules effective June 4, 2025.

Customs brokers are advised to review entries and ensure no duties are paid on now-excluded HTS numbers.
